Feasibility Study for KPCC’s 11-Acre Parcel

The Kaua’i Philippine Cultural Center (KPCC) is pleased to announce a Request for Proposals (RFP) for a Feasibility Study to evaluate the development potential of an 11-acre parcel adjacent to its facility in Līhu’e. This project aims to thoughtfully develop the site to honor Kaua’i’s rich cultural heritage, foster inclusivity, and enhance the educational and social programs offered by KPCC. The study will explore optimal uses for the land, propose phased development plans, identify potential community partnerships, and outline sustainable revenue opportunities. By aligning new developments with KPCC’s mission, this project will contribute to long-term growth for the center and create lasting benefits for the greater Kaua’i community.

What We Are Looking For:

The chosen applicant will:

  • 1. Assess the development potential of the 11-acre property.
  • 2. Provide recommendations for immediate and long-term use to enhance KPCC’s existing facilities.
  • 3. Evaluate infrastructure needs and suggest phased development plans.
  • 4. Identify potential partnerships to ensure community collaboration and support.

Proposal Requirements:

Interested applicants must submit a proposal that includes the following:

  • Project Summary: Key objectives and deliverables (1 page).
  • Qualifications: Relevant experience, expertise, and references (3 pages).
  • Project Narrative: Methodology, timeline, and approach (10 pages).
  • Budget: Detailed breakdown of costs and their allocation.

Timeline

Interested applicants must submit a proposal that includes the following:

  • Closing Date for Questions: December 31, 2024
  • Response to Questions: January 10, 2025
  • Proposal Deadline: January 17, 2025
  • Start Date: February 2025

Complete Proposals must be received by 4:00 PM HST, January 17, 2025. Proposals must be submitted via email to kpcc2020@gmail.com with the subject line: RFP 2025-FS-KPCC. Applicants are responsible for confirming receipt of their proposals before the deadline. Proposals may be modified prior to the submission deadline.
